David Freedman is senior counsel to O'Neill & Borges LLC in San Juan, Puerto Rico. For over forty years, Mr. Freedman has devoted his practice to representing creditors and trustees in bankruptcy cases and other business litigation including RICO, and appeals emphasizing jurisdictional issues arising under the bankruptcy laws and other federal statutes. Mr. Freedman has served on the Puerto Rico Bar Association's tax reform and bankruptcy law and procedure committees, and on the Local Bankruptcy Rules Committee of the U.S. Bankruptcy Court, District of Puerto Rico. He is also a member of the American Bankruptcy Institute, Commercial Law League of America, and the Puerto Rico Bankruptcy Bar (Tax Reform Committee, 1975-76). Mr. Freedman serves as Chair of the Inter-American Bar Association's (IABA) Committee on Commercial, Banking, and Securities Law, and is recognized by Chambers Latin America as a “Leading Individual– Dispute Resolution, Bankruptcy”(2013-2015). He has also served in IABA’s Observer Delegations to UNCITRAL Working Groups II, V, and VI. He is admitted to law practice in Puerto Rico, Georgia, Florida, and New York, and various federal courts of the United States. His publications include: Bankruptcy Law Update 1999, 2000, 2001 (Contributor, Aspen-Wiley); Digest of Commercial Laws of the World – State Variations -Puerto Rico (Oceana 1986-1995); Puerto Rico Dealerships as Executory Contracts (FBA/ABI Sept. 1997); Regional Update and Cross-Border Issues – (Co-Author, ABI Feb. 2007). Dr. Freedman holds a JD degree from New York University School of Law and a BA degree from Wesleyan University.
Dr. Freedman will present “Recent Puerto Rico Investment Incentives” including Puerto Rico Law 73 of 2008, Puerto Rico Laws 20 and 22 of 2012, and the federal EB-5 program as applied to Puerto Rico.
