Pronunciamiento de la Federación Interamericana de Abogados Condenando el Asesinato del Fiscal Paraguayo Marcelo Pecci

La Federación Interamericana de Abogados – FIA tiene como misión promover el Estado de derecho y el respeto a los derechos humanos. Como gremio que reúne a los abogados del hemisferio occidental, de España, Inglaterra y Francia, con más de ochenta años de existencia en la vida político-jurídica de las Américas, es un referente para los Estados como sujetos del derecho internacional.
 
En línea con nuestra misión institucional de promover el Estado de derecho y la defensa de los derechos y libertades de la persona humana, la FIA tiene el compromiso de manifestarse ante ataques a los derechos de la persona humana, como es el derecho a la vida, y los ataques al Estado de derecho a través del intento de debilitar el sistema integral de administración de justicia mediante ataques y crímenes contra sus operadores y auxiliares, como son los jueces, fiscales y policías.
 
En este contexto, la Federación Interamericana de Abogados deplora y condena el cobarde asesinato del Dr. Marcelo Pecci, Fiscal paraguayo de la Unidad Especializada de Lucha contra el Crimen Organizado y el Narcotráfico, ocurrido en Colombia el martes 10 de mayo de 2022.
 
El cobarde ataque a sangre fría muestra el grado de perversidad del crimen organizado, pero también la extensión de sus redes que les permite operar en cualquier punto geográfico, con total impunidad, tomando a sus víctimas y a los sistemas de seguridad completamente desprevenidos.
 
Es necesaria una protección mayor a nuestros fiscales y jueces del crimen encargados de la lucha contra el narcotráfico. Se requiere una urgente actualización de los protocolos de seguridad a nivel Continental, para lo cual se debe compartir experiencias, información de inteligencia, y capacitación a las fuerzas de seguridad, dotándolas de equipamientos y recursos.
 
Este crimen debe constituir un hito histórico que marque el límite que no se ha de pasar. Nuestro Continente de paz no puede tolerar este agravio que debe obligar a reaccionar firmemente por nuestra dignidad, por nuestra libertad y por nuestra Democracia, amenazadas por miserables mercaderes de la droga que envenena al mundo.
 
La FIA expresa su solidaridad a su familia. Que descanse en paz el Dr. Marcelo Pecci, pero que su recuerdo y su sacrificio nos obligue a trabajar sin descanso por mejorar nuestros países y así recuperar la paz, la justicia y el Estado de Derecho en nuestro Continente.
 
Invocamos a la comunidad internacional a reforzar la cooperación judicial y la cooperación de las organizaciones de seguridad destinadas a combatir el crimen organizado para perseguir, juzgar y condenar a los responsables de este homicidio y prevenir este tipo de crímenes, así como para ofrecer mayor y mejor seguridad a los jueces y fiscales, de manera especial, a los que han recibido la responsabilidad de luchar contra el crimen organizado.

Condemning the Murder of Paraguayan Prosecutor Marcelo Pecci
Inter-American Bar Association Statement 

The Inter-American Bar Association – IABA – has as its purpose the promotion of the rule of law and respect for human rights. As an association of the lawyers of the Western Hemisphere, of Spain, the United Kingdom, and France, having an organizational history of over 80 years in the political-juridical life of the Americas, the IABA is an authoritative point of reference for the said States concerning matters of international law.

In accordance with our institutional mission to promote the Rule of Law and to defend human rights and freedoms, the IABA is committed to advocate and speak out against attacks to those rights, like the right to life, and against attacks to the Rule of Law by attempting to debilitate the integral system of administration of justice by attacking and committing crimes against its operators and aides, like the judges, prosecutors, and police.

The Inter-American Bar Association laments and condemns the assassination of Marcelo Pecci, an investigator and prosecutor within Paraguay’s Specialized Unit in the Battle Against Organized Crime and Drug Trafficking, which took place in Colombia on May 10, 2022.

This cowardly and cold-blooded attack demonstrates not only the degree of perversity of those involved in organized crime but also the geographic scope of its networks which seem to allow it to operate anywhere, with what appears to be total impunity, and taking its victims and the security systems completely by surprise.

We must urgently update the protocols for security throughout the Western Hemisphere, and in doing so we must share our experience, our information, and our intelligence as well as better training our security forces and equipping them with appropriate equipment and resources.

This crime must serve as a historic milestone of what may never be allowed to occur. Our peaceful Continent will never tolerate such a violation that must obligate us react with for the sake of our dignity, for the sake of our freedom, and for the sake of our Democracy, which are threatened by miserable merchants of the drugs that are poisoning our world.

The IABA expresses its solidarity to his family. May Marcelo Pecci rest in peace but may his memory and his sacrifice demand that we work without pause or rest to improve our countries and thus restore peace, justice, and the Rule of Law to our Continent.

The IABA invokes the international community to strengthen judicial cooperation and security cooperation against organized crime to bring to justice the perpetrators of this murder and to prevent this type of acts, as well as to provide much better protection for the prosecutors and judges, particularly, to those who are responsible for carrying on the battle against drug traffickers and other areas of organized crime.
